The REAct program operates within the framework of the project “Sustainability of services for key groups in the region of Eastern Europe and Central Asia” (#SoS_project 2.0), implemented by a consortium of organizations under the leadership of the ICF “Alliance of Public Health” in partnership with the BU “100% Life”, with financial support from the Global Fund to Fight AIDS, Tuberculosis and Malaria.

The project in Tajikistan is being implemented by the Public Organization "SPIN Plus" and includes work to improve municipal responses to HIV at the city level of Dushanbe, Kulyab and Khorog (Fast Track initiative), aimed at strengthening local programs to achieve goals 95-95-95, as well as supporting the activities of the National Coordination Committee to Combat AIDS, Tuberculosis and Malaria in the Republic of Tajikistan. The project is working on the implementation of the REAct program in Tajikistan.

REAct was designed as a monitoring and response tool to capture individual experiences of stigma to respond to crisis situations related to gaps in care for key populations.

The program is aimed at improving understanding of the processes of changes in the legal environment and clearly demonstrates the areas that need to be influenced to create a favorable legal environment and accessibility of services for representatives of key population groups. REAct (Rights – Evidence – Actions) is a tool that was developed by the organization

Frontline AIDS (UK) to monitor and respond to community-based human rights violations. REAct allows you to document and respond to barriers related to human rights, access to services, HIV prevention and treatment, across all key populations involved in the HIV epidemic.

Analysis of the program’s work allows us to conclude that interventions are needed that will resolve procedural issues in cases involving violations of rights by medical workers, problems related to resolving social issues of assistance to representatives of key populations and other issues that need to be addressed on the ground by establishing dialogue with the heads of institutions where services are received by representatives of key population groups. The program supports the operation of the hotline 8885, where representatives of key population groups can receive information and support in connection with HIV/AIDS, tuberculosis, and other socially significant infections and the prevention of violence against key population groups. Currently, the work of the program is supported by the UNDP Tajikistan project “Strengthening the supportive environment and expanding preventive and treatment activities to reduce the burden of HIV and tuberculosis in the Republic of Tajikistan.”
